A WORLD OF SERVICES
University Behavioral HealthCare (UBHC) was established in
1971 as a division of the University of Medicine
and Dentistry of New Jersey (UMDNJ) and is one of the largest
providers of behavioral healthcare services in the country.
In partnership with the Departments of Psychiatry at the Robert
Wood Johnson Medical School, the School of Osteopathic Medicine
and The New Jersey Medical School, UBHC provides academically-based
clinical programs and services throughout the state of New Jersey.
While furthering the clinical teaching, research and training missions of the University and its medical
schools, UBHC provides support for New Jersey State
initiatives and public sector programs as well as for employers
and the corporate community.
Program Overview
In addition to clinical programs that address the diverse and special
needs of New Jersey residents, UBHC offers an array of cost-effective
managed care and employee assistance programs that collaborate
with organizations in an effort to maximize workplace productivity
and job satisfaction while decreasing related costs and risk.
While delivering and managing care under risk-sharing, fee-for-service
and a variety of funded program arrangements, UBHC is uniquely
able to effectively integrate these services through a sophisticated
infrastructure that utilizes electronic records and cutting-edge
technologies.
A RESOURCE FOR ALL
It is the mission of UBHC to provide the highest quality behavioral
healthcare services for all populations in New Jersey. As such,
UBHC goes beyond industry standards for responding to special
needs by offering treatment services in 13 languages and by operating programs that address
our states multicultural needs.
Last year UBHC cared for over 15,000 individuals who benefited
from over 230,000 services ranging from outpatient psychotherapy
to crisis interventions and both acute and chronic care.
UBHCs services include intensive case management
as well as a variety of administrative service arrangements
(ASO). These ASO programs are enabled by the technological
infrastructure that includes a state-of-the-art call center
for centralized access and electronic medical records for
system-wide, real- time, clinical decision making.
Our specialty 24-hour peer support programs address the specific
needs of law enforcement
officers (COP2COP) and educators (AID NJEA). The UBHC Violence
Institute addresses a troubling trend in our culture today.
And our Behavioral Research and Training Institute evaluates
treatment options, ensures quality of care, coordinates research
initiatives and provides training through-out our community.
Our EAP and Managed Care Programs support local, regional and
national employers in an effort to improve organizational effectiveness
and management of their behavioral health benefits, reduce costs
and disability, and increase work productivity; employee retention
and satisfaction.
To ensure ease of access, UBHC offers all levels of mental health
and substance abuse
services throughout New Jersey.
Services are available at over 30 locations owned and operated
by UBHC and through an affiliate network of multidisciplinary
professionals, hospitals and programs, including intensive outpatient,
partial hospital, chemical dependency and residential programs.
Cutting
edge technology enhances healthcare by seamlessly integrating
resources and services throughout the state.
UBHC
is unique among healthcare organizations in developing technological
infrastructure sophisticated enough to successfully manage the
needs of a highly complex delivery system. This enhanced capability
has led to better client service, more rapid results and reduced costs.
UBHCs telecommunications
system and information technologies are state-of-the-art. Our
system-wide electronic medical record, combined with a statewide
wide area network linked by high speed connections, facilitates
clinical and administrative communications regardless of geography.
These
tools help our 1,300 clinicians and staff members make informed
and expeditious treatment and referral decisions. Realtime
electronic access to treatment history, insurance and other
related information has greatly enhanced the coordination and
effectiveness of treatment services.
Our
system also makes possible a single point of entry for those
needing access to professional services, resources or information.
This ease of access means UBHC can respond almost instantaneously
to caller requests.
This
enhanced ability to use, access and collect data also delivers:
Improved accuracy in all record keeping
Efficient identification of areas needing additional
services or locations
Targeted hiring, or identification, of appropriate
staff to match clinical needs
Improved management of regulatory and accreditation
compliance data as well
as individual compliance data for contract requirements
Throughout
the system, UBHC aggressively maintains strict compliance with
all confidentiality policies as well
as security and privacy regulations (HIPAA).
UBHC
high performance standards result in significantly better care.
Our data-focused program establishes standards and monitors
treatment trends, significant and adverse advents, treatment
efficacy and patient satisfaction.
In
a field where results have been traditionally interpreted subjectively,
UBHC has led the way in setting measurable standards. Our aggressive
Quality Improvement Program quantifies efficacy, safety and
satisfaction with its services, and then benchmarks this data
against national and regional trends.
To
maintain the highest quality care and client satisfaction, UBHC
has systematized stringent performance measurements throughout
the organization. These results are kept electronically at UBHC,
and reviewed continuously to immediately identify areas that
require improvement.
Improved
treatment outcomes flow from clinical performance measures that
are quantifiable and relevant for the clinical services being
evaluated. These quantitative tools measure treatment outcomes
in several domains including symptom reduction and improvement
in daily functioning. Our results indicate that UBHC programs
have been extremely effective. Clinically and statistically
significant improvements over baseline of 50% or greater were
documented for acute patients, and similar improvements were
achieved for outpatients with depression and psychosis.
Perhaps
most importantly is how patients feel about their treatment.
Would they recommend UBHC to their friends
or family members? At UBHC we aggressively survey our patients and have a 70% response rate to our surveys. Of
this vast majority that responded to our surveys, we are proud
to report that 90% were satisfied with our services; 85% reported
improvements; and, impressively, 92% would recommend UBHC to
others.
UBHC
has distinguished itself by rapidly securing follow-up care
for hospitalized patients and ranks as one of the top in the
country in that important measure. UBHC consistently compares
favorably with other organizations that collaborate on benchmarking
this type of performance data.
